Cool,  I hadn't thought of using the COND in conjunction with the
RESTART.  Makes perfect sense, though.  Kinda interesting that I got all
kinds of responses when I said it couldn't be done.  :-)

The trick is to restart at the step in question and specify
"COND=(0,LE)" on the JOB card for each of the steps after this step.
This will cause those steps to be bypassed.
