What good would doing that do? Just asking, but is:

yes, it is better. But is it so much better that a customer would be
willing to pay for it right now? Rearchitecting the back end code
generator and validating it are likely to be complex projects. Perhaps
the C compiler can more easily be changed. I won't speculate as to why
that may (or may not) be true.
