What system level do you have ?
In z/OS 1.8 things are changed SIGNIFICANTLY.
For 1.7 and older I would suggest CL(TAPEVOL) ** profile and TAPEVOL active, just to have ICHBLP protection active. Instead of VLPOOL I would recommend considering TPRACF options. This option is responsible for TAPEVOL profiles creation. BTW: While TAPEDSN is active *and* RMM is in protect mode, you don't need to manage discrete TAPEVOL profiles
