You MAY NOT NEED transaction goals. You MAY want them.

Granted your velocity goals are provided acceptable response at response
time x (whatever x is).

By conversion to transaction goals, you *MAY* still be able to provide
response time x at a lower cost
in terms of resources allocated to CICS.

The answer (as ususal) is "it depends".

The only way to know for sure is to try it. After all, it is not as
though it is a major effort to back 
out if the results are not as desired.
