The following is the definition of CLIP:

CLIP (klip) v. To change the (magnetic) pack label
on a DASD volume (disk pack). The term CLIP
stood for Change Label Information Program.
Usually IPL'd from cards, this program not only
changed the serial number but also other items in
the volume label area. These other capabilities were
seldom used, so CLIPping became synonymous
with changing the volume serial number.
