recognition of the library as being a loadlib. Though common, DSORG=PO

Non-sequitur. SDB does not choose 1/2 track blocking when RECFM=U.
My suggestion is to enhance SMS data classes to provide block size
information. If absent, SDB will be used. That way a user/task/program
can specify something like DATACLAS=LOADLIB to assign "shop standard"
attributes for load and program object libraries -- including block size
-- when they are created.
