BTW: I asked why 45 directory blocks are ROT. I've seen answers it
should be 44, 45, or 46, but still haven't seen an explanation.

45 blocks fill a track very nicely in 3390 geometry, but there's not
enough room at the end of the track to write the EOF mark that ends the
directory.
