In JCL?  By using a model DCB.  (Chicken?  Egg? )

Of course the model has to be created by using  
DCB=some.other.dsn.with.lrecl32k.  Or you can use the DCB
instead of a model.  But a model is convenient and takes 0 tracks
and you can give a name that everyone can use (RACF).
