Why does it say YesPE above. I thought that meant "ptf in error" but
apply
check says it will be applied. I have all the current enhanced holddata
applied. Am I just misreading what it is telling me above.

Yes.
The PE flag in an APAR is used for internal bean-counting, and to
alert you (if you're reading the APAR while trying to diagnose a
problem) that the APAR names one or more PTFs that are PE. The
PTF that *fixes* an APAR that happens to contain a PE flag is not
itself PE unless named in a *different* APAR that has the PE flag
set.
