Well, in our environment, what is difficult is convincing management to spend a large amount of money for a piece of hardware (the ETR) in order to do what other systems get "for free". More ammo that the System z is just too expensive. Given the laissez faire attitude towards time in systems such as UNIX and Windows, it is difficult if not impossible to explain why the z/OS TOD clock can't be changed "ad hoc" while the system runs.
