Unless you are using SYSLIB statements in PROGxx, it does not matter a bit where (or even if) SYS1.LINKLIB/MIGLIB/CSSLIB (and SIEALNKE / SIEAMIGE as of z/OS 1.8) appear in your LNKLST set definition.
