Might I suggest that you use a batch TMP step, instead of IEBCOPY, and XMIT the file to a sequential file? Then download the resulting sequential file, in BINARY mode, to your PC.

To test the result, upload it back to the mainframe in BINARY and do a RECEIVE of it, to a different name, and compare the result with the original.

XMIT has an additional step that makes the resulting file FB, with LRECL=80. RECEIVE reverses this process.

Might make a HUGE difference in your results. You can also examine the file on your PC using XMIT Manager (www.cbttape.org).
