A production system should never be used for developing experimental
software, especially system software. I would expect such an
"arrangement" to be restricted to a sandbox system with no shared
access to the production system. All data on the sandbox is fake.

At some point, a bank (or any high security site) must "bite the
bullet" and install the software on its production system and let it
loose. Hopefully, the developer has thoroughly tested the product on
a cloned system and the customer has implemented a back-up/recovery
plan.
