The simple answer to your explicit question:  no.

But in the MVS-ish world they can deliver almost everything except 64 bit and some sort of OpenMVS functionality (not getting in the you-ess-ess fun). Data spaces, access registers, TCP/IP stack + utilities, a lot of stuff that isn't there in MVS 3.8j. And for BTI (let's drop the slash) types such as myself, that's sufficient.
