The last time I saw one of these, we determined the root cause was a tape
mount that never got resolved. Is there any indication that the ABARS
task started at all?

I found that the job which triggers DFHSM to submit the aggregate
restore abended on a wait time. For some unknown reason (still trying to
find it) DFHSM did not acknowledge the command. I finally shutdown DFHSM,
brought it up again and tried the restores which all worked. Seems that
there was a glitch with DFHSM. I checked the output of it but nothing
seems out of the ordinary. Below is the abend:
