I don't think that has ever been the case. We have OSs in traffic lights running in 8 bit CPUs. I wonder if some of them run CP/M today. But using the popular comparison of computers with transportation, we don't have to re-learn how to drive when we buy a new car, there are sufficient similarities with our old car that we only need to tweak our driving experience.
