I never said that putting clear text passwords was a good idea, just that it could be a reason that parmlib has UACC(NONE). As for not putting JES2 Init deck in parmlib, you are correct that it doesn't have to be there, but for you time reference, it has been at least 20 years (probably longer) since parmlib could not be blocked. But a long time ago (10+ years) I moved jes2 init deck out of parmlib. 2 reasons at that time (IIRC) parmlib had to be 80-80 (f) and I kept having to compress it and the other reason was was that the network people needed (at times) to browse the member and I could not give out read access to only one member.
