Chances are that Unix System Services[1] is not the only release
dependency. A STEPLIB to SYS1.MIGLIB might help if you're only a few
releases apart, but you really need to obtain a more recent driver
system when the gap is as large as what you have.
[1] Not USS, which is a different component.
