I would first 'clean up' the DB2 issues first. And, when I first implemented WLM, I would have agreed with your statement. But, now, I say: "It depends"! I moved to a large CICS shop that had tried it, back when the WLM had to build control blocks for the sum of all MAXTASKs, and caused all sorts of overhead. They stuck with region (velocity) goals. When I started there, I wanted to switch to transaction goals. But, when we did the analysis with CMF data, we found over 95% of the transactions were sub-0.1 seconds. This was with over 70,000,000 a day (yes million) and over 500/second at the peak.
