Sarel i had this years ago with an SMPPTS dataset - and could recover it by doing an IEFBR14 with allocation specifying ABSTRK (absolute track allocation) . It is just like recreating the pointer to the dataset . If you know where it start and how large it was incl. Directory blocks this should work
