1. Ask DBAs for justification. "Because we fear" is ...well ...not the best 
answer.
2. I would use it for application files: VSAM, PS, HFS, etc. ML1 is good candidate as well. 3. I would avoid LARGE PS as JES2 spool, because it is relatively new feature. AFAIK there is no reason to use mod-27 for PAGE (size limit for pagesets). No reason for SYSRES and DLIB (mod-9 is big enough).
4. I don't know your DR plan, but you have to check it against volume size. If 
you do remote copy, the answer is obvious.


You can see some opinions like "it's to large for us", "backup would take to much time", "we afraid about performance" etc. The same opinions can be found few years ago about mod-9. Popular file size limits are 4GB for VSAM non-EA and 64k tracks for PS&PDS files. Both limits can be reached on mod-9 as well.
As a remainder: mod-27 is '-1' technology, now there is mod-54.
