Not really.  It will always be in use in this sysplex  (assuming by the name
and 
ENQ holder that that this data set is the WLM couple data set).  You would
need all systems in the sysplex down or perhaps a sysplex wide IPL without
the dsn specified in the COUPLExx member.   I've actually never tried
to discontinue the use of a particular type of couple data set, so I am
just guessing here.  

Even if it was a separate sysplex with shared DASD and alll LPARs in the
owning sysplex were down, you can't just "move" a couple data set.  The
VOLSER is saved in the sysplex (XCF) couple data set.  

So using the supported SETXCF commands to define a new data set,
and switching it is the way to go   Check the fine manuals and the
archives.
