If a single job calls the same procedure two or more times, how does
one make the "stepnames in [the] procedures called" unique?

As for Kenneth T.'s diachronic defense of the deficiencies in overrides
and referbacks in nested procedure calls, I perceive overrides and
referbacks as so fundamental a facility in JCL that the historical
justification for their omission is inadequate.
