** DON'T PANIC **
take several deep breaths ... and think ...
your 3.2 screen shows:
Storage class . . . : PRODVSAM
Organization . . . : PS
Record format . . . : VB
as Tom pointed out, wrong DSORG - should show up as VS (at least).
from the ISMF test screen Lizette has wonderfully captured, test your
ACS script with additional info:
DSN (DSN/Collection Name) . . REFPROD.REFXXXX.DNO
Dsorg . . . . VS
Recorg . . . KS
Dsntype . . . . . EXT
If Ext . . . . Y
to get SMS-managed, the dataset has to have a STORCLAS assigned first;
STORGRUP & MGMTCLAS follow thereafter (DATACLAS is generally optional).
DATACLAS can be assigned to both SMS & non-SMS datasets ...
let's start tracing from your STORCLAS ACS routine.

ps: i take it your site does not have ACC/SRS, or StopX37/II ... so the
source of the problem is confined only to your ACS routines.
