Pardon me, but this is not a bug in ACF2. It's a feature ... <g,d,r>.
Check your ACF2 access rules for SYS1 datasets (or talk to your ACF2
security admin and do it with him/her).
Most likely you do not have a rule for SYS1.VVDS- datasets in place or it is
too restrictive. Have this rule changed so that systems programmers and
storage admins have full access to SYS1.VVDS.- datasets, with or without
logging. If you intend to allow anyone's jobs to be able to create a VVDS as
needed, then you have to further amend that rule.
You might also want to check the ACF2 manuals for any recommendations from
CA-ACF2 Support for proper security rules on this dataset.
