That's the usual outcome if you try "vi" under 3270 OMVS.
Until you get TELNET (or RLOGIN or SSH) to OMVS, you'll
just need to tolerate OEDIT, if you can and you're in a
hurry.

Well, of course, I would have put it the other way around.
You have the joy of oedit instead of the curse of vi. Just
get into omvs and oedit the file you want.
Ah, wait. You must be a UNIX person doing work on the
mainframe instead of a mainframe person learning to do
work on z/OS UNIX. Otherwise you'd gravitate to oedit
and never look at vi again. It's all in what you were
raised with, I'm afraid.
