To answer the part of your question about the lock position, the tape lock position doesn't matter when you're trying to read (recover) a dataset from the tape. It isn't actually a tape lock, it is a read/write lock - if it is set in the lock position, you can't write anything new to the tape. It doesn't lock the tape from reading.
