Maybe we should not answer those questions. The outsourced work went to a place where lower wages are paid. If they can not perform the work, things will fail any maybe get insourced. Or sourced to a competent firm. By answering the question you are now a free resource to the outsourcer.
Refer them to the manual and let them read.
