See Space Constraint Relief (SCR) under Specifying Attributes to Handle Space Constraints During Allocation in the z/OS DFSMS Storage Administration Reference manual. SCR is an ISMF dataclass attribute.
We converted to SCR and remove StopX37 about 3 or 4 years ago. SCR doesn't handle nonSMS, but we have little nonSMS data to worry about.
