Chris, Peter Relson or John Eels might be able to shed more light on this, however, "tuning a sysplex to allow 15 images to IPL directly into the same PLEX at the same time" may be a technically impossible goal with current model software and hardware.
And as far as I am aware, the HMC doesn't have a "wait x seconds before loading upon activation of a reset profile" so having them all auto-load after a POR or activation of the CEC probably isn't going to get you the results you seek. At best, I'd expect two to enter the PLEX, one to go to "la la land", and the other 12 to wait state. YMMV. That's a difficult and worthy goal you've selected. I wish you the best of luck with it!
