To avoid confusion: this all applies to virtual volumes in your VTS, not
to real, stacking volumes, you still have 43 scratches of those.

I suppose so: you have 0 scratches in your VTS and the system is told to
warn you when the number of scratches falls below the threshold of 60.
You should add scratches to your VTS, unless you are sure you don't
create new tapes.
