I am a firm beleiver in making formal requests - SHARE's Requirements 
Coordinators tend to be -  but there is nothing wrong with a public 
airing of a request on fora like IBM-Main before submitting it.   

1.  Others may have already made the request and know the 
reasons for previous rejections.  That will help fine tune the new
request (or help identify the effort as flogging a dead horse).
2.  Others may provide additional or better business cases for the 
request.
3.  IBMers may be able to explain why the effort is a waste of time.
4.  IBMers may say "Don't bother - well known requirement".

I can't think of a better place than IBM-Main to hash out a formal
request to IBM.  Others may differ; I expect I will hear from them.
