IMHO the requirement cannot be copyrighted. There are things, which
require intellect to be created and which are not subject of
intellectual property. I believe, the communication between customer and
IBM is one of them. Requirement is a form of communication. No one owns
it. IBM too. They can keep this information secret (it is not because of
IP rights) - this is another story.
BTW: My words above required some (ok very small) intellect. However it
is not subject of IP, since I write it to the public.
Lets' not get crazy about IP rights.
