John, Somehow I have it stuck in my mind that the VARY command just works at the OS level, varying devices online or offline to z/OS but nothing else. Using the CONFIG command actually changed the configuration in the I/O subsystem or other areas that are closer to the hardware. I'm probably wrong with this but that's what I remember.
