I'm afraid you aren't convincing me.  (I probably can't be convinced.)

Somewhere in this thread I suggested/requested  that vendors 
describe how the product scales.  It doesn't have to be the least 
bit accurate; a vastly overestimated REGION value is still a lot less 
than "everything".

I think requiring "sample" executions is ok for establishing base
values.  
   Storage needed for the base product.
   Storage needed for with small number of <critical variable>.
Then apply a scaling equation.
