Larry the bits are mapped by IHAHCLOG (in SYS1.MODGEN). They represent
the ROUTCDE of the message. Thus X'00800000' or B'0000000010000'. Count
the positions and see the 1 is in position 9 meaning the message is
issued with routcde 9. It'll take an IPL to correct the CONSOLxx
definitions.
