No, OOCoD does not require a POR. Yes, it is targeted to swallow the workload spikes like end of the year processing. If if you talk about DR, then you probably mean CBU, which is a replacement capacity for production machine(s) if hit by a disaster. And in the case of CBU, there are no additional charges for IBM sw.
