Of course, there would need to be some "marketing" benefit to the software 
vendor, with the associated cost-burden to certify and then maintain the 
certification, regardless of what organization sets the standards.  The "big" 
software vendors today are interested with increasing customer base and 
maintaining revenue stream through software maintenance renewals, 
through "solutions" selling of their software suites.
