Some agencies (governments, defence departments, etc.) require vendors to supply FULL documentationn on any products delivered. IMO that would include the trade secret stuff. Someone needs to find a jurisdiction where this rule is completely enforced _and_ where there's a strong local Freedom of Information Act. Than ask for a copy.
I think you might run into a NDA provision that overrides the FoI request. Having the secret parts of the documentation covered by a NDA would allow full supplying of the info to the government (as required) but still prevent it from being supplied via a FoI request (or make the FoI supplied copy subject to being redacted).
