I think it must not be just DOS because a B37-08 abend has as one
of its explanations:

o   A split cylinder data set was located on cylinder zero, the 
    same cylinder as the VTOC, or the same cylinder as a        
    non-split cylinder data set.  
In fact, I found 20 hits in an old Messages manual.  

That, of course, gives no clue about when the support was first
added.  

Back in my (pre /VSE) DOS days (mid '70s) I remember spilt 
cylinder allocations for IS files.  It could be that the (pre-) MVS
support was added to handle the DOS files.
