I don't know how you could a situation (exploit a bug) that would be fixed 
by recycling SMSPDSE1.   But you certainly can test restarting it (hopefully
in a sandbox LPAR):

Restarting SMSPDSE1 shouldn't "break" anything.  Similar to restarting the
catalog address space.
