That is a hollow argument.  If backing out the maintenance amounts to 
replacing a load module (or set of load modules) - an all or nothing event,
then an SMP RESTORE need not have any complications.   And if that is 
the only kind of backout the installer is interested in, a restore of the 
SMP datasets and target libraries achieves the same thing.

But in that case, all the actual details of the maintenance are hidden 
and unavailable to the installer.   There is no way to back out a small 
part of the maintenance.  Backing out part of the maintenance is the
situation where RESTORE processing can get , um, interesting, but 
is also where SMP shows it's worth.   It does all the dependency 
checking necessary - all the checking you would have to do by hand
or with some other tool.
