It's a BAD limitation of SMP/E's RESTORE that it can restore to no level earlier than the last ACCEPT (and often to no level later than that). The otherwise generally inferior VMFMERGE needs no operation comparable to ACCEPT, thus it can VMFRESTORE to any level that hasn't been purged from the DELTA (like SMPPTS) directory.
