A CP Hard, soft, and snap dumps are written to spool and then either SPXTAPE DUMPed to tape or DUMPLOADed onto a CMS disk and FTPed. It is, in theory, with today's larger machines, possible to create a dump that the CMS file system cannot hold. That leaves you with SPXTAPE DUMP as your only alternative. I really cannot stress enough that a z/VM system should have a tape drive available to it.
