I am not so sure about that... The baby z800 could go al low as 40 MIPS, wasn't that the minimum that they could afford to sell with a Z/Server? Lower than that just wouldn't pay in terms of future revenue from HW maintenance / SW Licensing, which in the end all adds up to keep paying for the R&D + Manufacturing cost.
