1.8 is scheduled to go out of support in 9/2009; 1.9 is scheduled in 9/2010 (see http://www-03.ibm.com/servers/eserver/zseries/zos/support/zos_eos_dates. html). All other things being equal, I'd go for the release that will be supported longer. The biggest reason I can see not to do that would be if product(s) you have have issues with 1.9 but not with 1.8...
