See OA20472 which adds an alias of IDCNOGFL to IDCAMS at a different entry point. However, be aware that IBM says this is a temporary solution to ease migration and is "intended to be removed in a future release". BTW, that APAR applies to z/OS 1.9 also. But the PTF was available prior to GA so it was most likely applied to your ServerPac when it was built (unless you were an ESP customer).
