We had this discussion when I worked at a large insurance company twenty years ago. I wanted to charge for SRB time; the ops manager didn't. I said that after step one of a 99 step accounting process we'd be wrong by 10%, and asked how far off we be after step 99. To make a long story short, we did it his way.
