IKFCBL00 was the program name for the "ANS COBOL" and "OS/VS COBOL" products. MVT is before my time, but that MIGHT have been the "COBOL F" product.
By ANS COBOL V2 (at least) Report writer was in the product and you would use it by coding COBOL report writer code. (Try adding a REPORT IS statement under an FD or adding a REPORT SECTION in the DATA DIVISION and see what happens). All IBM COBOL manuals before VS COBOL II were NOT in "machine readable" format, so I wouldn't expect there to be any on IBM websites. I know there are some SCANNED old COBOL manuals that others may be able to help you check out. Finally, by ANS COBOL, you could have "user tape labels". I don't' know what Hercules uses for its I/O system, so I don't know how this would work. I don't think the syntax for user tape labels has changed in any COBOL.
