I got this question time to time:
What is the maximum CPU time difference for the same job, between
repeated runs, under different system load ?

The same job, with the same data, etc. should show pretty close to the
same TCB time, regardless of system load. SRB times may vary widely due
to the system's handling of the overall workload, because of services on
the job's behalf, like maybe paging, additional trips through the
dispatcher, etc.
